2025 Municipal Elections — Our Proposals for a Democratic, Affordable, and Inclusive City
Transition en commun has released its proposal document for a democratic, affordable, and inclusive city. This document is part of the ongoing election campaign, but its scope extends far beyond the November 2 election: it charts a course for the years to come, regardless of the election results.
This report is the culmination of a collaborative effort undertaken since 2022 with more than 150 organizations, networks, institutions, neighborhood roundtables, citizen movements, cultural actors, social justice groups, and collectives working in the areas of mobility, the social economy, food, housing, research, and more. It does not aim to homogenize these voices—on the contrary, it circulates the diversity of proposals emerging from this network of actors, situating them within the context of the upcoming election.

Why publish this now?
Because Montreal is not just faced with a choice of political parties, but with a choice of paths forward: to continue managing crises as they arise, or to muster the political, financial, and democratic courage to embark on a genuine socio-ecological transition.
The plans exist—PUM 2050, the Climate Plan, and Montréal 2030—but implementing them requires a shift in institutional approach and a genuine partnership with civil society. This report translates that requirement to the municipal level.
